all right so next item for the first item for the community to hold budget work session in this budget work session will be covering Parks and Recreation and planning and development um budgets Jan did you want that open CL it' be better in here if it was open think thank you AIO do that somebody on so is Parks WRA up first yes I am thank you Nicole Oliver I'm your Parks and Recreation director and when I first asked my staff to contribute to this uh presentation it was seven pages long so I have pulled a lot of stuff trying to uh so starting off with our operating budget the changes in 2025 one of the things that we benefited from with our new Quest is that all of our um contract all of our uh capital and our new construction crew were all home funded in general funds so it was really artificially inflating our general funded cost so we always left um quite a bit of money at the end of the year and so we are accurately reflecting that we were able to cut $700,000 from our general funded cost so that was a great way to meet our um required Cuts we are also phasing out the park ambassadors this is the R&B positions there's eight right now and they will be um as they leave employment we will not be filling those jobs we've kept the full-time position on the books and we are working interde departmentally to create a code compliance officer to really focus on enforcement but we are um phasing out the park ambassadors so that's going to have impacts including we we are no longer
doing event support at De Market Square and we're not doing the block party trailer and there just will be less people out in the Parks especially in the busy summer months um asking people to put their dog on a leash and uh tag uh doing C click fix for the graffiti and all those types of things we are also cutting um similarly the R&B staff for community recreation um there's we cut $40,000 from those folks just trying to more accurately reflect and really focus on what we really need during the summertime we're freezing one Athletic Park worker at Civic and we are going to have some savings um that we built into the budget for um retirement of Lori Jacobson who's worked at Arie Hannah since it opened um we are also going to be proposing and bringing forward some fee increases at Arie Hannah that we're um anticipating can generate some additional Revenue we haven't uh done that in since I think 2018 and then we also are no longer um going to have any nighttime security um so that was another uh cut to our budget and that's GNA we'll see how that works out it's going to be um it will be interesting but we're trying to do some other things to focus on security instead of that so for the capital budget some of the highlights first before does does anyone have any questions about any of those things that I just got off where was the nighttime security that it was focusing downtown yeah it was on the maritime and Waypoint mainly okay other questions okay see now so the 25 capital
budget um some of the highlights East Baker viiew neighborhood park that's the one that's um between Telegraph and Baker viiew east of Deer Road it's the old um Baker viiew Nursery site we have been a uh we have a great consultant and we have made really good strides at um better understanding how to fit housing on the upper portion and still create a park we're also now working with the owners across the street who have similarly been um unable to develop that parcel because of what the parks department is now uh taking on which is um building that Culvert under Baker view and daylighting Landon Creek so we're trying to get them to contribute some property so that we can make the whole thing work um so we're right we just had a great meeting about that so we're still on board for that project to the west or east it's the north across the The Hinton uh family Parcels um but that's going to be a major infrastructure um it's going to be major costs and so we we're going to be hoping to design that Park and build it in 26 100 Acre Wood um we've put in way finding and done some preliminary parts of phase one implementation in the woods there you'll see a lot of differences if you go there right now but this next Improvement will be some major uh building of boardwalks and uh decommissioning even additional Trails we're still having people reopen those Trails when we decommission them so we're trying to get the neighbors involved so they will stop uh making their own paths um
another really important and exciting project is the sunset Pond loop trail that will create a 2.3 mile loop around Sunset Pond for the north part of the town and it's going to connect um ironate and Barkley and um down to rine the northern neighborhoods are going to be able to get all the way to Sunset and then into the main trail system so we're really excited about that project the Boulevard Park Shoreline enhancement you're going to be awarding that bid today that's the erosion control and pulling back the beach um just south of woods coffee to protect from erosion and sea level rise um creating a a new enhanced Shoreline both of those projects each had extensive funding from rcos which is one of the reasons we want to always keep them in our good graces um we are another thing we just I don't think you guys have seen the purchase and sale agreement but we've taken it to you so many times may you have but we got that parcel at Telegraph Road that's that connection between the um James Street and Telegraph and Orchard Estates and it's that easement we've been wanting we got the whole parcel so we are going to be building with the jills court storage along ironate we're going to be building that connection it's in design right now we've added it to our project so by this year we will have a connection for folks from the northern neighborhoods down to squal conrete Trail which is something we've really been needing um we are going to be we didn't quite make it this season
but we will be transferring transforming that other tennis court to pickle wall in cornall park um we have story Brook Park that's the one on Maplewood and McLoud that's the design is completed and we will be um working on phase one and with the sidewalk Improvement down Alderwood and a big project that I'm leading is the Civic Athletic Complex master plan which you're going to be hearing about later this afternoon as well that's been really kicking off and we hope by next year we'll have a um the final plan and then uh blell Donovan and Rockfield Park are both having playground Replacements some of our achievements from 2024 the biggest one is that we renewed and increased The Greenway 5 Levy Levy through 203 before we have um been generating about 1.3 million uh in this last year on average 23 and 24 between the two was about 1.3 we created 10 new positions using Greenways and including swapping a um urban forestry Hazard tree contract for two new urban forestry techs we keep losing them though they're hard to keep um we generated 2.4 million in Revenue at Lake pad and Golf Course which was way above anything we've ever done and we cut water use by 25% uh Pata park opened with the new Pavilion which has been very popular I hope you've all been able to go there it's a wonderful facility and with we have uh we ran summer camps and programs up there and botball courts are really popular I heard the legal department had a good time Retreat um we had over 300 Community wreck
programs in 24 with 1,50 youth at summer camps we had sports leagues for 220 teams with 52 weight listed because we have a shortage of indoor Recreation spaces we processed 6,130 reservations for Park facilities and that number just blew my mind so that means a lot of administrative and a lot of folks on the ground getting those places ready and making sure they're cleaned up afterward 72 miles of trails were mowed and um we spread over over 1,000 tons of gravel planted 50 trees 5200 native plants and orchestrated 13,28 volunteer hours through our volunteer uh program we also did a ton of work with development to provide design guidance and we have accepted several new parks and trails to the city from private deel development those highlights are Barkley scramble Nature Park the trails at Sunnyland Elementary School Park Elementary School there Springs phase six Birch Street phase five and six Sunset common sparkley Heights City Town Homes Kingsway plat Bellis Farah senior and affordable housing and Barkley Urban Village we have uh participated in departmentally on some big planning efforts including urban forestry Bon ped plan the comp plan the Urban Village plan at Barkley be Haven Center development agreement The Landmark tree ordinance and the shoreline master plan restoration plan we completely revamped our park volunteer program um with new protocols and procedures so that every Park Steward has a contract and a um clear identification of where they're working and what
they're going to do and training we created a uh tribal consultation and inadvertent Discovery protocol for all of the volunteer and small projects that don't normally get archaeological or consultation with the tribes we've been really able to generate a lot of um back and forth and they really appreciated that the opportunity to consult with us the house of healing is underway I just saw pictures of it it is well underway it's under construction right now that's a big that was a big um project and I'm happy I can't wait for it to open we also completed Custom Fencing and interpretive signage for Woodstock the signs aren't installed yet they're still getting finalized but um that was a a cooperation with the lumination we opened a new King Mountain community garden there are still plots available but there's quite a few that have been rented out um we did major repairs and energy upgrades to the Civic Stadium L Del Donovan community building and the Sports plex we finally completed the renovation and fixing of a Royal Park bridge that one took a while we completed the master plan for storybook Park and the design of phase one uh we did some significant improvements because of the um Revenue at the golf course we were able to reinvest that into the maintenance buildings and spend some money on those facilities golf course we did a bunch of improvements out at Van Wick Park that was our in-house construction crew um and that we're really hoping to open that facility to be a
renable rentable facility here soon we also reclassified the Aquatic positions to improve our hiring and retention um we think we are going to have no problem with um having a life C program at the beach this summer we also have Acquired and um completed Acquisitions of several long sought after Key properties and easements permitted uh in full we got all the permits for Salish Landing so that that will be coordinated with the cleanup which did get funding as you know uh that I mentioned the signage at 100 100 Acre Wood and of course the Waypoint Park Portland l so any questions about any of that ready okay the work plan for 25 um the biggest thing on our work plan is the parks curation open space uh chapter and the greenway strategic plan updates those will both be happening this year in 25 we are committed to um a long-term goal of connecting Lake padon to sish Crest um we are working on uh the Bear Creek open space design for parking trail head and trails that's the parcel to the north um off of North Northwest um cross from Strider we are uh developing a trail it's in design connecting Pata Park to West Stewart road so people will be able to get across Meridian and get to services and then East West Connection uh again the Cornwell Park Sport Court we're that Park code enforcement classification um we're finalizing our Park maintenance standards and levels of service definitions going to try and um change the way we do trash in the Parks we're going to modernize and
improve our garbage collection and we are finalizing a plan to change the hours to prevent um and reduce illegal activity vandalism Andy um I'll be bringing that proposal to you uh early next year we are uh going to create a l pad and Golf Course master plan we're expanding Graves at bab Cemetery we absolutely will be opening little squal Compu for Public Access we're going to try and Implement some priority objectives at Lake padon based on our recreational assessment and we are going to accept the dedication uh from developers of Northern Lights Park north of Costco and the South Bay Trail um when the Fair Haven Center is built any questions Mike one question fairen Center is that one of the five buildings okay um the other real question is levels of service definitions are going to be finalized you know I've had a lot of opinions and ideas about level of service and do you see what is the evolution or change or no change in level of service where we Define level of service I think that we have some ideas about some different ways to Define it in some additional ways you know we have not um we have a whole a meeting was this morning um we have a new criteria for um analyzing the recommended trails and that is get getting finalized and that will be incorporated into our Pro Plan I Lane do you have anything specific to add to that yeah we're looking a lot more at accessibility um actual accessibility not just on a map you're in the quarter of a mile so there's a lot of focus
Statewide and Nationwide on the level of service definitions we're looking a lot closer at that using a lot more social vulnerability metrics service thank you I've been pushing for using accessibility availability equity and a level of service rather than Geographic so this is nice so I guess my question and it might be more for the mayor and your team about um the budget and priorities because I know that right when we're looking at Cuts obviously that's challenging and that my understanding was that the you know the priority for Public Safety and obviously you know police and fire and that response but within the other departments wondering if you know Public Safety if those concerns or interests are also you know need to be prioritized within other departments um just thinking about you know the cuts to nighttime security and or Park ambassadors obviously presence right in the Parks and you know thinking about how that contributes um but also recognizing that within Parks probably what is paid through general fund right versus other funding sources that's probably a very hard you know a hard decision but um I'm just curious if through other departments if that's looked at as well well I we've definitely had conversations about how do we uh increase Security in our parks and what Nicole and her team will be bringing forward on that dawn to dusk I think encapsulate some of those conversations that we've had um I think it's um we definitely heard in when we were still in um
open negotiations with 1937 from several the park ambassadors it wasn't necessarily a program that we were doing really well and so you know when we were looking for you know making the difficult choices around cuts that stood out as one um that we either needed to revamp or consider and then can we achieve Security in other ways and so that's what we've been discussing any further questions I just want to highlight one sort of technical issue in the um Parks capital budget that I just want you all to be aware of and that's that um we have a capital project in the cemetery uh to replace the melum roof uh which is failing that project is funded with Cemetery dollars what we're proposing to do there is use the dollars that are currently set aside as the um as the cemetery endowment so the cemetery has about a $250,000 endowment that's or I think is it two like maybe I was trying to look in the financial software but I couldn't open up between 250 and $350,000 Endowment in there uh that we are proposing to use a big chunk of that because it's just not enough money to provide Revenue as an endowment so we get between 2% and 3% interest if we're lucky on our cash pool and so you math that out and we're talking about peanuts so um we're proposing just to go ahead and use that to do this needed repair um I think we may have to have to bring a resolution with the budget to authorize that from Council that's why I wanted to really highlight that with well I wanted to let you know but
that's a primary reason to highlight it um so if there's any questions about have to answer there's a separate restricted pot of money in the cemetery that's pre-sales um on on uh on Graves and that type of thing but we're not dipping into that this is this is strictly that endowment piece that doesn't produce enough Revenue to sustain anything it might be for when that resolution is brought forward but um having more information on the down it who like who requested it what the intention of it was for because if we're going to liquidate I usually we'll dig into that more yeah I don't think it was bequested I think it was accumulated over time every time you sell a grade yeah we set a little bit aside so I don't think it's tied to individual whatever formation of that in the intention of that um those will be questions I'll be absolutely for questions TR to uh be for the capital outlays um over here capital is listed at 20.6 million here it says 25 million so I assume there's a couple other million maybe buried in other services and charges or something yeah um but the question is I assume those and I I look those are often three primary sources impact these Greenways and reach yep um can you just tell me about because there's a lot of money going out um can you assure me that all these the cash flow and the balances in those three funds it's is anticipated the balances are there I think of all those are relatively healthy funds can just can you just tell me if those are
being drawn down or staying flat um I would say impact fees uh Reit between all the things we're doing on Reit um there's definitely some drawing down happening um but that's uh with intent to to fix the things that we need to fix and and build out these things Greenways there's also some drawing down but we have a lot of new revenues coming into Greenways so I don't think we'll notice it as dramatically we might not see this draw Down happen in 2025 either I mean it's a lot of projects and to some extent we have got to budget it all up front so that it's set aside and so that can be contracted and and as the case may be but it may take a few years to draw that down thanks yeah for questions budget presentation from Planning Development be director line there these two pages here so the graphic so thank you and good morning everybody um enough those are going around so we'll start on the more text version this I'll refer to this graphic a little a little bit later as we go through a few things um couple things that I wanted to highlight for you this morning with regard to the grant funds that have come in you all may recall that we received um back in 2023 three different grants from Commerce they're listed out there comprehensive plan Grant a middle housing Grant and the climate Grant um those Grant funds were available over the duration of the comp plan development process so while we've spent some of those monies there are additional monies available for us to continue to
spend as we go into next year into 2025 so I've kind of tried to outline some of the numbers that are there for you um in terms of monies coming in and available to the department um it's also worth noting that the climate Grant is not one that's exclusive to planning Community Development that we have $150,000 of that amount and the balance of it is in the mayor's uh climate office team that has access to those funds in order to try to meet some of the targets that we set for the 2025 budget we did um scale back on in several key areas associated with this we have reduced our Professional Services funds that's monies that we typically have available to do uh higher consultant work and to do outside work um so anything that comes up as part of the work program but for a few examples are going to have to be done inhouse and not with the assistance of additional sport now that there are a few exceptions to that that I'll touch on a little bit later um we do have some that we've scaled back on uh you know some of our travel conference and other services that or funds that we normally would spend uh we're trying to do our part to kind of give staff the professional development that they deserve but be very uh strategic about how we lay some of that out we've also been able to go back through and look at our payroll allocations um we're a department that uses several different funding sources like many others one of those is our development services funds and so we have a number
of Staff in here that don't hit the general fund that they're that they are paid out of the development services fund so where appropriate we went back and looked at those percentages and were're able to Shi some of those monies um out of the general fund into that development services fund and I want to draw that to your attention because that is uh certainly an approach that we can take this um Coming calendar year it's not something that we feel like if the development pattern stays low that it will be a long-term solution uh we do feel like that's something we want to pay attention to and I'll go through some of the kind of the permit project numbers uh in a couple minutes but that's something that we used as a strategy this year uh and we'll just continue to monitor it pay attention to it there were some reductions in the what we call the 526 fund which is the city center portion probably the most notable one and since it came up earlier in the previous presentation I'll mention it which is a reduction in the RSU contract which is the um kind of safety and services that we do for you know downtown so we've uh through the team that's been looking at that we've been really mindful of where we can spend money and continue getting the most out of the dollars that we have available to us but we really have had to scale back on some of those efforts as well we did freeze uh three um different positions within the department uh the administrative secretary position um Heather
aens who's here with us this morning was uh able to get a promotion up into our administrative supervisor position so we're really grateful to have her filling that role uh but we've back we have not backfilled her former position uh We've held that open we feel like we can adjust a little bit uh Council was kind enough in this past year to give us authorization to get a rental registration clerk uh and a few other things and so some of the work that Heather was doing uh can be absorbed by some of those other folks we've also held on on to a planning technical Aid that was one of the positions that we were using during the comp plan process and so the existing long range team is just going to have to absorb that work responsibility and we have a planner one position that we're freezing for 2025 um that one we feel okay about doing because that level of effort was really focusing on some of the uh state laws that we have imp that we're going to need to implement um Coming forward so we feel like that work is still out in front of us a little bit uh and we can hold on to that position and not fill it uh until we get into some of those pieces and the last note that you'll see on here is that even despite all of these attempts at um cutting things and and being conservative in our approach to that we were able to increase the monies for the food bank uh up to $250,000 in total so we're uh happy to be able to provide provide that service I'll pause there if there's any questions
about the 2025 operating budget more question well so unfortunately do the switch from biannual to annual budget comparing 23 to 25 on salary benefits salary wages and benefits and I see a 22% increase across the two-year period rather than year-over-year um you're showing freezes um I'm can you help me understand why going back to 2023 we still see an increase is how much of that is just due to um cost of living increases and how much of that is due to actual staff growth uh and I'll add one other element of it some of that is to the fact that we actually have positions filled if you recall last year when we were going into 23 and 24 we had at one point I think we had over 13 different vacancies associated with so actual getting people into positions and responsib is has increased that to some degree as well um the the positions that you're seeing that are being frozen are not our higher end positions they're typically a little bit more um at our Frontline service level and so we've been able to back fill so senior planner was one that was a larger one we've now added an additional plan reviewer on the building side we've got some of our planning positions filled we're going through and filling out some of the rent registration pieces so those are a number of that we so followup this may sound confusing because that question sounded like I was concerned that you were your your payroll was growing too fast my next question has to do with maybe it's not growing fast enough or
a concern that I I shared with you last week it had to do with persistent complaints I don't know how Justified or not on permit delays on clarification it appeared to be that those weren't new construction permit review but they were Remodeling and renovation permit reviews that were being delayed um I'm concerned that that's a staff bottleneck and considering how we all want you know housing to be built or become available um it can you assure me there's no bottleneck there because if there is it may be Penny wise and pound foolish to not fill that bottleneck well I will tell you this is the first time in my tenure with the city where with the exception of one inspector we have an electrical inspector that we have a temporary fill where we're fully staffed on the building side of things so we have four permit texts we have four uh plan reviewers um six building inspectors a building official and then a couple other staff as well part of what you're seeing in the in the Building Services side there's a couple pieces that came out of this year that were a little bit um of an anomaly one is that we have um when you look at the development services as a hold not just planning and Community Development you're talking about fire as well as public works and parks with the exception of parks all of the staff in those other three departments well I shouldn't say all that's not fair um the majority of those staff are new in their respective positions so three out of the four uh
building plan reviewers are within about a year maybe a little more than a year of higher date so there's still some training and some effort and effic gencies at gaining uh three out of the four permit technicians on the on the building side are new um public works all of the permit technicians are new and their plan their civil plan reviewers are relatively new within the last year plus or minus and so there's some time to get those folks to work at an operational efficiency that we just are working through did you have wasn't sure okay um so we are working through some of that on the building side we have tried to um be mindful of the 1937 contract that is in place and our ability to use additional outside Services Beyond just what's in staff resources so we're using a third-party Consulting service to do some of the plan review components and so with the uh inclusion of the energy codes and folks trying to submit High volumes of permits in to to basically get vested in the codes prior to that we would typically see 50 permits those numbers jumped up into the 250 range so we had a pretty significant uh volume that came in in that respect so we can try to address that and then we have a few other things like the hospital expansion where they're very technical reviews and so we use some of our outside uh Contract Services to help try to address those Peaks and valleys um so we're we're continuing to work on that front as well I would say in terms of bottlenecks as well I
mean looking at FTE is one way to approach that but looking at our internal systems our processes you know that is important too and that that's very much an active conversation and you'll if I jump ahead a little bit onto the 25 work plan you'll see uh couple bullets down um where it says the permit review timelines and track there's a um Senate bill that was passed last year 159 1590 that requires us to look at uh that and so we'll certainly be working to put that in place we were also part of a state performance audit that I conducted most of last year where they looked at um four different uh local governments or I should say cities and two counties and we went through an audit there looking at both our building permit timelines are what they call civil permits which is our Public Works portion of it as well as our land use entitlements and while we do have some uh opportunity to improve both the civil and the building we're kind of meeting industry standard we do have some work that we can improve on with regard to our kind of land use permitting process so I'll I'll touch on that a little bit more um and you may be covering this further ahead so you could defer to later but looking um just at the budget um summary um we covered a little bit about the increase in wages but under other services and charges it goes um from 2024 7.8 million up to proposed uh 33.9 million I'm wondering that sizable jump there that's in the budget plan uh page 95 that's almost exclusively
housing related so that's the housing Levy affordable housing Lev um affordable housing sales tax so these are the big projects coming forward coming forward Contra and we like to budget that stuff very liberally in case a big project opportunity comes I assumed it might be like some of the larger purchases and plans coming forward but just wanted to make sure that it wasn't a typo I'll reference yeah you can see on page uh 98 as well there's um reference as Forest was mentioning the affordable housing sales tax dollars has a pretty big increase the in terms of that available fund there so there's a couple of them in there that um go up by quite a few million thank you um to give you a few highlights that we have in in terms of the 2024 achievements the um sheet that you have in front of you I kind of have uh lines that go through and that's just a way of kind of breaking up some of the work by our various different divisions the top section in there is really our long range team that's headed up by Chris behe and their focus has been and quite frankly in 2025 will continue to be the comprehensive plan that you all are intimately familiar with um they have gone into most of 2024 was focused on what we refer to as phase two where they're really getting out in the community they did um 12 in person larger kind of openhouse events and I know several of you have attended some of those so you were able to um see those for hand we had uh almost 750 attendees we've had variety of
survey responses or utilizing engage Bellingham uh and so we've gotten quite a bit of community feedback associated with that that does not include what we did in 2023 which was uh more than 5,000 responses in phase one so we feel pretty pretty good about the participation rate and activity levels and that will continue as we go into 2025 the middle group there is really the focus of the work that has been done by our um Community Economic Development Division we continue to work through our annual action plan uh supporting a variety of these things I'm not going to go through them all in detail some of them are repeat of the items that you saw this morning uh in the earlier session with the shower trailer um and some of the other efforts we did work with the mayor's office to launch the new downtown forward in particular the grant programs that are available that you're seeing uh come about there and as you may recall just recently we went through the mfte study uh and and we'll continue to work on that there's also a number of events uh on the more Economic Development or tourism side of things like the Northwest tuneup and Bellingham exit that we continue to try to help support in relation to that and then below that line towards the bottom of the page and then on the top of the back page is really the focused effort that we've seen out of our development services so that's more of our current planning folks that are dealing with projects as well as our Building Services
side so I mentioned earlier the new energy codes and the performance audits we also see saw the efforts around the Silver Beach rezoning um some of the code changes that were needed in Fair Haven to support the development agreement associated with pit project that was talked about but I want to take a minute and spend a little bit of time as some of these data uh points that you see in here if you look at the second bullet point number of development projects we have uh through October 15 413 land use permits when you compare those to the two prior years that you see in the parentheses there we are uh experiencing an uptick in the number of land use applications uh we're also seeing thanks to your early accommodation and changes to the Adu that we're seeing almost a tripling effect of our Adu permits throughout the balance of the year so far with 91 Adu permits as opposed to kind of in the in the 30th range the uh the prior two years um some of that may be due to pent up demand some of that may be uh just through the opening up of allowing uh to adus per per lot when we look at the number of building permits again through kind of September time frame we we're at 620 um and then I go through that's kind of a combination permit and then I broke out for you a couple of the C the Specialties the mechanical electrical and plumbing permits you'll see those those are the kind of more trade permits and then the sub the prior year so again ahead of pace a little bit more on that
compared to the last two years um where we are seeing a little bit of decline is in the number of units that are represented so 258 units to date if you extrapolate that out given that we're about three quarters the way through the calendar year to the balance of the full year that would take you closer to about 320 for the balance of the year uh when you think about where we have been over the last several years that's it's certainly a decline that's associated with that and that's where this graphic comes in um so we would still be dropping down if you were to project 2024 on the end we would be lower than we were in 2023 um but there is the the it's all not all doom and gloom there is some hope with those 4 um 13 land use permits and while we see the number of applications if you skip down a couple lines below where you see 8115 units in application review now not all of those projects uh not all of those initial applications will result in Project but even if the balance of those do that will allow us to to Dr back up in a more positive direction so some of the stuff we're seeing out of the feds in terms of the interest rates and some other things hopefully will help to support that Trend uh bouncing back so the goal is to avoid any major uh recession like we saw in the 2008 time frame and pull back up into those kind of um the you know the hopefully in the 800 range in terms of number of units per year if you think back to some of the presentations we've G given you in
years past uh when we talk about the house build 1220 and where we need to be in terms of our unit production we during the buildable lands analysis we were averaging about 644 we really need to be closer to 825 uh and on a kind of year-over-year production so we're hopeful that that Trend will continue and get us to those points now that just units in total that's not income B like hous 122 so um we continue to make enhancements to the rental registration um happy to report that we have now uh in our midst our rental registration clerk who started the middle of this month uh and is actively being trained and brought up to speed we've got an offer out on the um coordinator position and we just finished final interiew for the rental inspector last week so we're we're actively pursuing all of those efforts um we also have or had the opportunity to update development regulations for several of our different BMC code Provisions as well as the landmark tree ordinance U and the locking mailbox ordinance which is coming back to you for third and file this evening so I'll pause there any questions about the kind of 20 24 accomplish okay seeing none then uh again the the focus for 2025 for our long range team will be um the full implementation of the Bellingham plan we do have one other annexation the Britain Road Northern Heights annexation that we'll be processing as well as part of that um and then we continue to see other code revisions that are necessary we know that are
temporary shelters piece in order to accommodate North Haven we need to uh and the continuation of Garden View we need to change some of the code requirements around that so we'll be working on that effort as well as implementing some of the different state legislation that's coming due and if you recall uh House Bill 1110 which is the middle housing piece and 1337 which is the Adu piece we have uh within six months of the adoption of our comprehensive plan we have to uh have those ordinances prepared and ready to go so we'll continue to work through those there's also some additional changes that we'll need to make to our design review process the state requirements uh mandate that we shift that from a public hearing process to an internal administrative process only and that we take all subjective nature out of designer review and only go with objective standards so that will become a work product that we're going to have to sure we move forward as well as some of the things that you're aware of and actively doing dealing with which is our discussion around parking reform um some of the rental protection measures that uh are being worked on and may come forward we also have a need to update our Shoreline management um and going through a number of things in that regard we'll continue to work on the um movement the feris group has really been working on the Shi of the North Haven as well as many of our partners both in public works and parks and so there's still some work to
to get that off the ground and running we've done a lot of the preliminary work but that'll continue into 2025 as well we're also working with our development community on continu continuation of build out of the downtown uh excuse me Oldtown uh the mission coming online now then there's obviously a couple other areas that are of focus and will continue to Pur sued those as well so um we're also expecting to work with our partners over at the port to work on some modifications to the Waterfront sub area plan and that'll be coming forward particularly around the Marine trades area and a few others uh components and that will complete our downtown commercial retail vacancy study um and then continue to manage and Implement you know kind of the the downtown activation and beautification projects so certainly no shortage of work to be done but uh I'll leave it there not a budget question um but four your bullet points there are really significant policy issues uh middle housing design review maybe not for some folks parking reform and and renter protections um how will the council be engaged at a policy level on those some of those like parking reform were Midway through a process middle housing I'd say we the beginning in design review we actually revamped design review two years ago it was a long process that uh that Darby headed up um is that going to be a heavy lift and again on all these issues I'm what I'm really asking is when and where is Council involvement in those
matters and we uh from a from your planning staff perspective we're continuing to work with the mayor's office and trying to be strategic about when and how to get those uh pieces out to you we absolutely agree that they are big policy initiatives and we want to make sure that that that is taken into full consideration and we many of these things have some interdependencies and they kind of weave together so it's a matter of trying to look at do we bundle them all up and bring them and show you those interdependencies or do we have a kind of a sequencing to them so I don't have an absolute answer for you other than a commitment to doing that work but when and how we get that uh brought forward is gonna q1 Q2 Q3 I think we're going to be doing probably all of the above in some respects I know we're working with the mayor's office right now on a on a few key initiatives and and part of what we're looking at is trying to say is there stuff that we can front-end load and do sooner rather than later and some of the things that we need to be mindful and intentional about where the state's mandating those requirements and so we're going to continue to work well you and I just had that conversation some of those State mandated pieces might be exactly what comes forward sooner right and that's and we've seen that work to to positive effect with the Adu piece so you may recall under 1337 we were able to we were about 85% of the way there already with the work underway so we just
Advanced that uh well in advance of the state mandatory timelines we'll still have to go back and get that last kind of 10 to 15% that we didn't Implement before the state regulations but there are some real distinct advantages given some of the challenges that are facing our community to advance these things a little bit faster than maybe what the mandatory times on any further questions so I if it's just to say it out loud because I know that it had come up um previously discussion about you know inclusionary zoning and you know the interest in that and just recognizing that currently with the housing crisis and with the economy and lots of other things that that that the city's not feeling like that's something ripe that could move forward in any short term the mfte study kind of as a precursor or one of the tools that's often discussed about uh you know inclusionary housing as as a umbrella topic if you will would lead us to understand and believe that inclusionary zoning as a mandate is probably not right under the current market conditions we've talked about we still have more work to do on the mfte piece as well but one of the things that we have been approaching in that respect is do the things that we feel like are capable of doing now tee up a couple other things that as the market shifts and changes will be ready to do that and so there's there's I think it follows the same kind of logic that thanks thank you for bringing that app I um that's always on my mind and
I'm looking at your workload and I'm trying to be very mindful to not keep throwing uh potholes in front of you um because amongst all of this is comp plan being worked on at the same time but what I would appreciate is as that information is really formulated that there will be information coming to council like because I've asked like if it's not now what are the triggers so that we can see that we're approaching that and that we get ahead early that okay we're coming up to what we predicted would be the right time and so we could start getting those policies in place so that they come in versus being behind and losing a year or two because of the workload so hopefully some of the pre-work has yep can be done but I would really appreciate when that time comes to have that information discussion so that we also know what that identified triggers are I think that's absolutely kind of on our same line of thinking with the mfte stuff being a precursor to that so as we get more fully invested in that work product this will be a logical outpouring of that so questions okay see on thank you thank youen in 2023 2024 Bing a budget add $1.8 million to the general fund to ensure the Fire and Police Department adequate budget ability continue regular operations the remainder of and here take through a couple memos from here one from that um outline the needs here and both are here ahead all right uh thank you council president um so yes this is a budget amendment for this is budget
amendment number 15 for the 23 24 by annual budget this is 10.8 million so it's a large it's a large amount There's 7 million in there for the fire department and there's 3.8 for the police department uh there are staff memos in there from each of the Chiefs to to kind of speak to the overages that we're seeing in this budget uh on the police side there has been increased uh jail cost and home monitoring cost so that has been um uh escalating what was expected or projected within the budget amounts and also those as the memo says those uh the cost of the individuals in uh the jail are actually a little more expensive than than what they've been in the past so um uh and then on the fire side we have um about $7 million a lot of that is associated with overtime we are seeing an increase in the in the benefit side and also some in the in the fleet and and some of the internal cost allocation but what we' seen is is is growing over time in the fire department with um it's projected to end uh potentially north of 2.6 million this year in overtime uh going into this bium for the 23 24 year we did double the amount of overtime it was about three million that was um budgeted within the overtime um from the from the previous budget uh we as you look I'm sure the question will be are we adequately budgeted for next year for the 25 budget and so um what is calculated on page 81 is really based on the expectation of projected hours you'll see that isn't just a flat dollar amount that is
what is calculated based on projected hours of use within overtime we feel like if fire can get fully adequately staffed with all all uh positions um being filled then hopefully we would see a much much lower amount of overtime use in in the fire department so there is also an open contract uh with fire as well so um that has not been uh completely settled and so we hope this 7 million covers it but there could be there will be a another budget amendment to kind of close out the 23 24 B anual budget but um there could be just a little bit more that needs to be in there uh this is a concerning uh number as we see a large number coming forward on the biannual budget uh this does put our projection lower than what we had anticipated within the original budget and puts us closer to $20 million and and projected within the top portion of that emergency Reserve so this is um actions we're going to continue to numbers are going to have continue Monitor and and further action we're going to have to take as we evaluate going into the 25 um budget um but I'm so these are kind of the this allows the fire department to actually operate within November so this is necessary to bring forward at this time and then there would be another smaller budget amendment to close out 2324 happy to take any questions I know the Chiefs are here to address any questions um as [Music] wellon thank you um I will be honest when I saw 10 million coming forward knowing our budget situation um got a big pit in
my stomach that hasn't cleared yet um so so the looking at the amount you've kind of given us a verbal like higher jail cost and overtime but you know when overtime is 2.6 that's still leaving um 4 million that I don't feel is fully identified in fire is it possible I mean we don't really have a choice we have to pay our bills we're going to have to pass this um but I would like to have a better breakdown so I truly know where those additional costs are 4 million I feel for me is not fully identified because now I'd like to be able to have more of a a true breakdown by line item of where all that additional cost is so that I can go back to the budgets coming up this year and see if I'm identifying any additional concerns um before we wrap this up so I know it might not be available today but is it possible to um send an email out out to council with a better breakdown so we can identify all of that um yeah we are seeing increases in um and there are further review we need to do into the numbers and there is um still adjustments I think potentially with the contract that didn't get fully input into the budget um and uh like I say there is an open contract for 24 so that the it's the fire negotiated contract is not settled for 24 um this is the accumulation of the full bium so we have not done any budget adjustments for fire throughout the entire bium and um so we're seeing about 950,000 in about uh regular wages about 2.4 million in overtime or actually 2.4 million in benefits
and another about 2.5 million increase in in overtime and comp time and then we do project um potentially a a large amount once the contract settles for 24 as well can we get this in writing please yeah I can give you what we uh are seeing currently in that in our current projections okay any further questions go ahead and recognize little then so with this large budget adjustment I'm wondering how I should whether or not the numbers in the budget book need to be adjusted so for example like on this memo the uh annualized cost was around 47 well if we spread the seven across those now the annualized budget would have be around 50 million I mean does that number need to be revised up and then similarly uh over here on the general fund the ending reserve it shows a number will that number need to be revised down and start at a lower number because of this 10 million doll I'd like to also see that those impacts yes so um Andy SP that a little bit we we do expect so you'll see the general fund uh ending 20 or the beginning reserve for 2025 at 26 A5 million we expect that to be closer to 20 million now so um the final budget ordinance that we bring to you will reflect that number uh the revenue forecast will show our big chart will reflect that as well um so yes as far as um next year's budget we had built uh the settlement into the budget so this settlement that we have this retro for we knew kind of the terms of that when we built the budget so that's in there um in term as far
as overtime goes we're hopeful that we're Staffing is getting to the point where that won't be an issue uh the chief has indicated that at the beginning of next year they'll be uh pretty close to full full Staffing they're only planning on running one Academy next year which both with overtime um he can speak more to that but we think that the budget for next year is uh doesn't need to be adjusted for fire long long way of saying a small and one um I mean this is one of the good reasons for going to an annual budget as well and so this is the accumulation of two years of of growing costs and so now when we have a one-year budget we will be able to FOC F us more on those mile markers so 25% of the year will be 25% of the year and really be bring more uh specific numbers the the biannual budget I think is complicated things of being able to identify them quicker as there's more time to kind of recover in that second year but now we'll only have one year and we really need to make changes right away or adjust right away within that period of time go um just to kind of underscore for the visual we don't have that alligator chart up but when we were looking at the depletion of the city's reserves and the bar chart there we had um if you can in your mind's eye imagine that we had anticipated beginning 2025 with a small cushion of red economic reserves those the red is gone so thanks Stone and Anderson I'll no else so Annie I thought you I heard you say that there hadn't been other
budget adjustments for fire in the bayum is that what you're saying yes um and that's the by being the last that 23 24 yeah um I'm trying to think then throughout when amend like budget amendments come forward for additional allocations is that different from um from that statement would you made do you want to say that well I just would say we did make adjustments to the fire budget along the way the midb adjustment included a number of things in fire new staff number of items well Andy saying we haven't uh we haven't adjusted the underlying um overtime salaries these overages uh we saw some of these overages at the end of 23 but we were there was uh some indication that they might resolve to some extent in that didn't pan out um you know I would say with the $26 million Reserve we anticipated the reason that that that's 26 and we take this $10 million action and only takes us down to 20 is because we did anticipate some of this but just not to this extent Chief you did you want to respond to that or well no that's I was just wanted to clarify there was some adjustments at the mid banum adjustment for new programs new positions and um and for the um last contract settlement um there there were some adjustments at that mid by any for those things just not any no other adjustments along the way so I'd also like to make another request for um other than perhaps a little cheat sheet of the 10 million specifically so it would be a quick referral um I would appreciate the the
reserve sheet being updated along with both fire and police being updated where it breaks into um what the true costs have been um for 2023 and 2024 because some of it sounds like we use the overtime that was allocated for the two-year we for fire we use that in 2023 that was I think a conversation I had last year is that we thought we' catch up and not need extra so we use more of the budget towards 2023 I'm not sure if that reflects in here now with in front of us but um I keep these to refer back to and so I really appreciate to be able to slide a correct sheet in here versus next year I'm looking at this and then asking questions that may not be correct but anyway and I again know that this might not quickly come to us but before our final vote I would appreciate having these uh sheets updated correctly for um our record and also the public record that goes online question I would just these are in the budget book we're looking at the actual costs for 23 24 so those are the actual costs for 2023 and the actual cost of 24 through when the book was published so the 10 million in here already the expenses associated with it that were incurred up to the point that the book was published yes that's correct and when we provide the adopted budget um after Council passes it that will have full 2024 expenses so you will be able to do a comparison so I guess the only sheet would be the 10 million coming out of the reserves yeah we update the reserves yeah go first no so it's
unrelated from this conversation and maybe when we're talking about 10 million it seems small but with the Friendship diversion Services right and that is double um I'm just wondering there aren't any other operators or service providers right I feel like it's sort of a supply and demand like has their cost doubled um or is it opportunistic in some we don't have other options yeah I think in terms of sanctions the our our bench has very limited options so more use in in those kind of diversion Services because um the jail put mix up somebody so and so then just to follow up then um so that that increase then is related specifically to the increased need on our end versus sort of equal need but increased costs from them like per um I don't yeah I think that per bracelet there's a flat rate and insurance that's for every time it's issued now the length of time also is a fee so it just kind of depends it's and it's of course out of my hand that's a judge's decision right so um I think we're just seeing a lot more use okay I would love to I'll be looking into if there's other games in town if you will but I just want to be sure that I'm reading this right I was read reading this yesterday cost for both of you have gone up and they were not predicted to go up as much right and so this amount is to cover that increase in cost through the end of this year right okay that seems pretty simple to me um it's and and there's services that maybe we could look at down the road to reduce
some of that but right now that's the only game down and for you Bill it seems like the same thing there's problems with filling positions which creates the overtime bubble yeah yeah as one issue yes and we along the way I mean we've been watching this unfold we've been working as best we can we've had every discretionary program that we could along the way really is coming down to minimum Staffing filling the seats to service requirement and and this is only meant to get us through DEC right that's what I thought so I don't see any real problem with accepting this accepting the reality of it and moving forward what we have to do so okay committee for the questions um okay I can turn real quick and just by the way time check it's 11:38 right now we will need to reconvene at 12:50 in order to provide for one hour for the juny uh discussions uh so we will still technically be in committee so we can start a little B earlier than 1:00 my my questions are this this jail bill and the booking Bill make no sense to me whatsoever um and they've never made sense to be quite uh candid um the combined uh jail bill of 396 and change comes out to about $68 per person per day if there are 243 days between January 1st and August 31st um that's pretty low that's $68 per day um so that's one question I guess is why is it so low and then the book The booking fee or booking bill for 723 individuals for 1.6 million um that's over $2,200 per person if the the math is correct here so there's those
two questions and the third question would be uh that's the the booking bill is an increase and our friendship diversion to cust M Stones Point um why is it it's almost double if we're using those diversion Services through the court system why are we having such an expensive booking Bill and and a jail bill so I mean there's a lot of factors we're talking about there but um I think that uh remember everybody's length of stay is not the same and so you know when I'm taking the top three uh bills for each month it's because their length of stay was you know 300 days 200 days you know um and I think what we're seeing is when there's a to be frank a complete disregard for the bench and there's no punishment for not showing up for court so the only way to assure that you're going to show up for court is to confine you and make sure you're going to be there and I think that's the trend we're seeing the of the folks I um with those higher bills there's a lot of criminal history and a lot of warrant arrest history and it just leads me to believe that there's a just a complete disregard for a judge telling you be here at this time of this day yeah and that's consistent with what we've heard from uh the judge and the prosecutor right and I guess my last question would be so the so friendship diversion services that bill is for Indigent offenders I correct no that's for home monitoring I mean but that's for people who can't pay for it right we pay for it we're paying for it yes right
um there's a um there's an assessment called I think it's called a PSA Public Safety uh educational assessment it's 105% um charge that goes on top of any um any like fee that you'd be paying to a court so it it doubles the fine essentially and it's to go towards Indigent offenders of those that have been charged with an offense could that um fund it goes to the state and we it comes back could that fund be used to pay for any portion of friendship diversion Services I have to look into okay all right Michael go this is an overall budget question um I see significant overtime as a separate line item in police and in fire but not in any other department Public Works has a small one it's almost cute it's so small in comparison um when do we pull out overtime as a separate budget line at this level of analysis because it's it's interesting and and very important but it isn't usually it isn't pull out every Department I don't the thing or maybe it is well you only see it in sorry you only see it in police and fire uh because they're the only departments that really use it um so uh is it not called out on the departmental budget I see it in public works maybe it's elsewhere yeah Public Works use a small amount but we really don't use a lot of overtime Citywide aside from prison fire and this because they have the um the Staffing requirements um minimum Staffing requirements and none of the other departments have that so we're able to work around it in most cases I definitely
appreciate it being transparent and called out in those deps see Parks 's a little bit in there we well of our thanks yeah um I'll move to approve the ordinance amending the 202 2024 by annual budget increasing expenditures in the general second motion made by counc Stone second by council member Williams further discussion on this item seeing none all in favor signified by saying I oppos exensions refusal motion cares 70 and then with that we'll go ahead andess until 1250 [Music] testing testing Can you you her at them [Music] e e e okay ready okay so in the interest of time it's 12:50 I want to begin to to allow for an hour for both of these agenda Bill items uh 24 uh 253 and 4 um cons member hman will be late and consc member uh little of course is now joining us so um how want to do this this I'll I'll cheer the meeting here this afternoon we're still on community the whole um but I would like to turn over the summary statement to council member cotton since he's been working on this for quite some time and then uh then you can just turn over the presentation to Iris not legislative policy analyst so go ahead counc member cotton thanks council president um so this is Bill number 2525 24253 excuse me uh this is a work session regarding landlord tenant relations and unfair or excessive fees and residential rental agreements and leases an increasing concern in our community um and many others is the proliferation of various fees associated with residential dwelling unit
applications um lot rental rates leases and our purchase agreements examples of such fees also referred to as junk fees include movein fees uh rental application fees pet fees and various administrative fees some exceed the actual cost of a given service are not linked to an expense are misleading or not disclosed in advance um in followup uh to the committee the whole discussion on September 30th um Council will will discuss proposed actions um to address potential junk fees in Bellingham as described in the attached draft ordinances um for myself council member cotton as well as council member lillquist um staff requests further direction from Council on next steps including public engagement and with that I'll turn it over to our policy analyst Iris notot thank you um I'm Iris not the legislative policy analyst for the city council so my presentation is going to be really brief the um opportunity for you guys to talk is uh what's going to take up most of this time but I just wanted to follow up on our previous presentation last week which had um one slide or sorry last meeting which had one slide that kind of framed how junk fees have been dealt with and addressed in other communities so I'm going to go into that in a little bit of detail so this is kind of a reworking of that original slide which said you know the way that people have been or cities and states have been addressing them is to require transparency to prohibit unfair fees Fe and to cap or limit excessive
fees so I'm just going to dig into each one of these a little bit and then pass it back off to you guys um so transparency is kind of the umbrella and it covers all fees and if it's not disclosed right it's a hidden fee so it's a surprise fee which makes it a junk fee um so transparency really is the disclosure of all the costs it's preventing surprises uh it's having clear links between the fee and what it's doing so no misleading fees and it uh includes things like having clear Fair leases that identify what the fee is how you would use it when it would be triggered um and not have any confusing language that might lead a tenant to be confused on what what is happening with their lease uh it also provides the ability during advertising and um shopping around for the ability to the for a prospective tenant to pick the right location knowing all of the facts so others have addressed transparency in a variety of ways and it includes things like including the the total cost in advertisements and in leases um eliminating drip pricing which is when you go to purchase something like a ticket we use that example and you end up with multiple costs that are disclosed throughout the process and you only find out the total cost you're going to be charged at the very end um so that's drip pricing where it's just kind of trickles in um rent would include non-optional costs so that would be anything that is required every every month anything that um could be separated out but really
should be in the lease uh or in the then the rent would then be bundled into the rent so that that one number is what you would expect to pay every month without having separate things that are added on and then for one time an incident specific fees that's disclosing them including when they're triggered so onetime fees might be a you know a late fee and there's a specific description of when it is triggered and what would require that fee to come into play it also includes things like disclosure and itemized receipts um of Cal or calculations and methodologies for things that are um maybe not you know not to exceed the actual cost so disclosing the itemized receipt to prove the cost for calculations it's things like ratio billing or how you know how you ended up with that cost so unfair fees are charges for things that don't have a cost goods or services that aren't provided um things that are the landlord's responsibility or things that are reasonably expected to be included in the rent um and the way that others have addressed these are in a lot of ways the overarching transparency is relevant here so including mandatory costs in the rent so that you have one price that you're comparing prohibiting separate mandatory charges right eliminating that drip pricing as well as eliminating add-ons that um a tenant does have an option to opt out of prohibiting unfair fees across the board and disclosing the purpose of fees so that gets into that misleading people on what they're
being charged for and then requiring receipts when necessary and then excessive fees are fees that exceed the marginal cost of the service they cover they can take advantage of a captive relationship to drive excess profits and they can be exploitative um and can add up impose a significant cost to a consumer or a tenant and the way that others have addressed these is by limiting fees to actual costs or capping fees um so limiting fees to actual costs that comes in with the requiring the itemized receipts the things like it cannot exceed the average amount of what is local um or requiring just whatever the cost is it be transferred over as an actual cost capping fees can be dollar amount caps it can be percentage caps um some of the examples here so it can be a dollar amount not to exceed X number of fee not to exceed X percentage of rent or X percentage of late rent would be an example um the lesser of or the greater of an a percentage or a dollar amount or a fee using a percentage amount not to exceed a total dollar amount so in that case it would be something like you know a late fee not to exceed this percent you know a percentage or a dollar amount um so that that's really all I have for you guys um that's the framework those are the three kind of components to it and your packet includes a number of other municipalities and state regulations as examples for wording um how they've gone about regulating these kind of things and then there is at the end of that a um a
paragraph about Community engagement and options um so I am going to hand it back to you guys to discuss and I will be available for questions is not so committee go ahead Mr coton um and thank you Iris for um many months of really excellent work um so our I think we have two goals today um one is to um uh figure out which draft we want to move forward for public engagement I think it's difficult to do public engagement around abstracts and it's really helpful to um kind of have a focal point for that um for that public engagement and to that end um council member Lois and I uh met following our dis our last Council discussion um to uh do two things one I think um make some um changes I think to um have a draft that's a little bit more reflective of the full council's current inclinations on several questions as well as kind of add some clarifying language to Pieces where we were getting a lot of confusion from the public um there was some media coverage which was appreciated but it didn't always get into the the the um kind of uh like uh specific details and so for instance adding some language to clarify that this section related to pet deposits doesn't prohibit um landlords from seeking additional damages from tenants um in the case that any damage exceeds that deposit requirement so there's some some clarifying language throughout um those um small cosmetic changes in addition to the reordering of the fees section has not yet been reviewed by legal I think and so um that
should be a part of um the motion today and unless folks are feeling like we need more discussion before a motion I'll go ahead and U Move that we um uh adopt The Substitute as the draft for for um public engagement and uh for legal review second motion has been made by council member cotton and second by council member liquis council member Anderson thank you um for that draft though um I still had some questions and some possible amendments so when do you see that happening before that draft uh is provided for any future work sessions after you a comment yeah I would say that um we can continue to Think Through Changes on our end and um uh even as we start the public engagement process I think we'll get potentially some new ideas from that public engagement process that we might want to work in as well so I think the public should understand this is a a working draft and and I think those amendments will be welcome and um we might not have time to get into all of them today but um does that does that make sense to others as well okay c a little qu So speaking just of the motion this is what something called the striker motion you just strike one over put another one in there but the intention my intention at least is that new version would then be live and that if council member wanted to make a motion now or at a subsequent meeting it would just be based on that version just so we know we start um I I know there's a bunch of legal on page that I mean I'm sorry I was there
when I was born but I still don't like it so um I I'm expecting amendments um if it's something small maybe would hold off on it but if it's something substantive that would actually affect public commentary then I think maybe we should talk about it once we adopt the the revised version okay further comments councilman um I I'll be supporting the motion I want to thank council members lqu cotton for doing some pretty pretty big work on making some revisions that are definitely appreciated um and I know that they're based on quite a bit of feedback that you've been receiving um meeting one-on-one with with interested parties um property managers land owners as well as tenants and so uh I think the one message that I want to put out there to the public is that those comments are being received and they are being taken seriously um and we can see that that that that is reflected in in these revisions and there are likely more revision revisions to come um I think that with with all of that information the more input that we're receiving um and getting a better understanding of some of those uh landlord tenant relationships um and and how how that whole system works um is is improving this ordinance and so that um you know I really encourage folks that are interested to to look at this current draft um there are quite a few differences than the the previous draft and and um and and again if there are comments out there uh they're well received and um and appreciated so um so
yeah thanks for your work more to come C Williams yes I want to Echo what what my colleague um Holly Huffman has uh said as well uh this revised draft is nothing but a draft to spark the conversation that's how I see it in the next steps that we go through to get to yes on this issue um and that process includes input that we may have as individual Council people um whatever the next steps are to the public output or Outreach um impacting the end the end result and um and other in information that we may get based on um what other municipalities and areas have uh done not the what they've done but how did they get to the end to get what works in their communities so this I don't see this as anything but a working draft to spark the conversation and I support it but it doesn't mean that at the end it's going to look like this it may look a little different after it's gone uh uh through the process of public Outreach and so forth and so um I I support the motion to move this forward as a draft so City attorney Mariner yeah thank you I I would ask that if that motion to adopt this or or to to replace the existing the original ordinances with the substitute ordinances passes that moving forward any changes to that be done here not not somewhere else based on Motions like council member Anderson uh sounds like you have some ideas but so that it's everybody's hearing the same thing uh making the same changes and the other thing I would request is at some point I don't know whether
it's pre public engagement or after we'd like to have whatever that is and have the opportunities uh legal and the planning department to review and provide our proposed edits and comments thank you that all clear all right okay so motion been made by council member uh Cott and second by C council member Lilo Quist to adopt the draft um language uh for the ordinance that begins on page 117 in the packet and to be clear this is not adopting the ordinance this is adopting language so we can move forward engage the public have further discussion does that all make sense yes okay um all those in favor signify by saying I I opposed extensions recusals motion carries 70 go ahead council member Anderson then cotton um so now that that part is going forward my question is um how do you want to proceed with um either a page by Page uh requesting additional information or adjustments or asking for clarification or should we round robin it um should we just each individually go through all the things that we have in Cross off if somebody else has done it I probably have 15 or 20 things that I'll want to get out so but I don't want to monopolize all the time either so I'd like to know a little more of process for going forward cons committee any any comments to that to that question uh I think a work session would go ahead coun member yeah I I as long as we can also get today to making that choice about the public engagement next steps I think that could be appropriate I just want to
make sure we get to that because that feels like the most um most important decision we can move to that next maybe and then go through as much as we can for possible changes or I do have some staff uh questions for further information so I'd like to make sure we have time to get that out because that will take a little time to bring back and inform me on potential changes okay just clarify real quick Council Anderson so you're saying that do your desire to have the public engagement be the next step and then after that then we we take that information and then we incorporate that along with the changes that you or other no just to clarify I believe deciding today what method of public engagement we go forward on which was page 104 there are three different options I think deciding what those are staff can then prepare that part and then maybe any remaining time left we can start going through content um maybe the order of operation um because if I start going through my 15 we may not necessarily today decide the public engagement format so I I don't want to wait to make some of my questions until we hear from the public um don't want to wait well I I'd like to try to use our hour to get as much done on especially questions for staff for more work or research get that out okay good I'd just like to check with the administration and I I agree is that we would like the staff review legal and planning to occur before the public engagement so so it would include all your changes
and then our edits and comments and then take out something that we think is the best we can do out to public engagement versus something that's just uh an initial draft question yeah just try to move this forward um it might be premature unless really simple to suggest um word changes but I think now is a time to raise questions like what does this section do or have the administration how would this section be applied I think now is a perfect time to ask probing questions about the current draft I think that'd be that'd be very appropriate and we wouldn't be ahead of ourselves okay any any objections to that okay all right committee questions cotton then Anderson Just a clarifying question for the administration um so would that legal review staff comments come back to council before going out to the public and what would the timeline for that be well we we haven't gotten the ordinance yet but we could do a quick turn around on that um it would come back to councils because you would decide which edits and comments to accept which to reject um I'm a little concerned that there's some questions council member Anderson we have questions for staff regarding the ordinance this is a council ordinance so it's difficult for us we can try but it's difficult for us to answer it because it's really not something that we've been we've been involved but not the way we'd normally be involved I think when the questions are asked I think it'll make sense why having more information might
be shared I'm sorry I didn't kiss last part yeah I didn't so I'm just saying that the questions that I have I think might fall in line with maybe if they're able to provide that that might be part of the process of your feedback um so I guess until you hear the questions so should I just ask one of the questions go ahead to help frame that yeah let's get this Frame Up okay so under um so this would be more of like how does staff uh propose uh in the future fee increases so in here um whatever we adopt there are set fees like you know if we go with a pet fee or um some of these fees are not chiseled and stoned for 10 years so what it cost um a landlord to do a background check that is going to change and so does staff see the sees this as monitoring um what those fees would be and then then just administratively changing those fees within this ordinance from let's say hypothetically we go with $50 now the fees for background checks go to 75 do they just see annually making that adjustment administratively or will this have to come back to us to do a vote so I'd like more information on how they foresee this ordinance going forward and adjusting fees in the future um and so a suggestion on what that methodology would look like I would like more information on that in the future okay customer Stone so we have we'll say 45 minutes left yeah we we also have another ordinance too I mean I know it's right and so they're close yeah what I foresee is needing a separate work session
for the council to go in to review of this in Greater detail before it's handed off right to legal and planning for final review I appreciate the interest of council member cotton and list in wanting this to move forward quickly but this is a heavy lift in my opinion and I want to make sure that we do that due diligence so just from that one question I just want to interject that I think our time could go by quickly right um and so what I would recommend is looking at if the engagement piece is something that we need to provide Direction on on now even though it won't start until we have a final draft I would propose that we do that first if there are multiple things that need to be done before identifying what the recommended engagement um will look like then maybe we just take the time and this for questions and then we have another work session before we tackle the engagement piece but if the engagement piece is a priority to have a decision on today then I would start there okay are you making a motion if that requires a motion um I mean I guess I would move then that we discuss the engagement and timing prior to um specific questions regarding the ident Hamill I think this is a uh council member Stone asks a really important question and I think we only need direction about public engagement if you want us to start it immediately and I'm hearing you all have enough questions that I think I'm hearing it's not quite ready for the public engagement process if if you were
asking me in what order should you do this I recommend that you get some of your questions on the table and answered have the legal department and the planning department give you feedback take have one more work session to work through it and then I think we'd all be more on the same page about the public public engagement alternatively if if all seven of you or a majority of you are ready for public engagement you think you've got most of your questions answered then that would be the conditions under which you could give us direction to get started I'm just hearing you have a lot of questions and I recommend you work through those questions first can I ask a followup real quick here miss ker um when you say work through those questions do you mean you mean just kind of put them out to uh to Legal so that um legal and planning can understand what the questions are and then we can get some some feedback from those two departments and then have a follow-up work session where we yes and some of your discussion today so that we know we know what questions you have and what's behind some of those questions okay okay what I what I was asking for council member s was um I thought you were trying to make a motion as to option one two or three on page 104 so that's what I was asking doesn't sound like that's the the question so okay um I recognize coun Williams on list well um after hearing Janice's um explanation and your concerns too I think it's wise uh to have another work
session if we if if there are substantial questions or concerns about this but um because in essence if the if the council feels that we have to do that then then we should if the council as a whole basically feels like we have all we need to move forward then we should move forward today on the next um steps however if we have that um extra work session um say at at our next council meeting or at a special meeting um I don't know if that preludes having a discussion about the public Outreach process not not the content but just which option would be the best one that that we think to move forward on and then the moving forward would be delayed until we get this finalized does that make sense coun list and cotton well I I'd be happy to go out with public comment on the current draft but that may not be the sense of the council and I'm fine with that but if indeed we say that we want to have discussion in work session my request is can we please start that work session now can we please do the first half of that work session now with whatever's currently on our minds and then continue it because I don't want us to not do any working now this is what it's scheduled for I'd like to hear questions I'd like to hear comments uh on on the draft so that and then yeah roll it over to next work session but we've got 15 20 minutes now let's start talking cotton um I guess I would um move that we schedule uh additional work session and that um uh requests that the administration be
prepared to move forward with a public engagement process um within the ENT of option one laid out in the packet um uh does that does that make sense to folks I would second the motion goad I'm confused did you make two motions here one we have a work session and two you're picking option one can we please separate that out um into two different motions that's the motion or to revise this oh sorry motion okay to one and we can do a second motion after that yeah and maybe just to speak to the motion here um and one one3 of your packet um there's a description of some of the work that's already happened um so this is not um a draft that has not gotten this draft has gotten a lot of love when I turned it in it was at version 25 based on feedback from the public including door-to-door Outreach to um tenants and manufactured homeowners a workshop with over 60 participants um you know meetings with over a dozen nonprofit Legal Aid Service um organizations and um 10 separate meetings with landlords and property managers so we're starting I think with a good base of work um I know that work hasn't been Council wide so there's a need for a more official process but um I do think uh considering we're talking about yet another chunk of time uh that option one is aligned with the work that has already been done and the urgency of this issue all right so you're not your your motion is to create a work session and then to adopt option one okay U let me just clarify with City attorney we've
got two items within the motion contain I'm I'm getting confused by there a number of motions I think before you and the first one is has have we voted on the motion to replace the original ordinance that's already been voted on we've already voted on that vote an affirmative 70 okay um so I'm okay proceeding you're okay proceeding with that motion sure okay um motion been made by council member cotton second by council member liquis council member Anderson thank you um I'm not supporting the motion and not because one I I do agree with the work session but two I kind of liked a hybrid between one and two for the options um I agree with number one except for the two to three small groups I kind of wanted to see either a couple of like two to three larger groups when I think of small group I think under 10 and I think when you're looking at um property management and landlords um there is enough interest that um if we limit to just one meeting with them and a small representation I don't think that's really going to give us the feedback um which would be critical and and I applaud that you've done a lot of ground work but I also appreciate that youve acknowledged that we as Council haven't had that same level of contact with um the community and I would be fine with number one but instead of small groups I would like either medium or larger group um I just unless somebody can reframe what a small group is being under 10 and tell me that it could involve something a little bit
larger um I don't think necessarily that we have to to you know meet in the library with 150 people in potit um but small group doesn't make me comfortable for having good representation with the interest in the community okay recognize Williams and then list um yeah um I thought that part of our discussion today was to get some more presentation about the options that were going to be made available to us for the public output and how that was going to be envisioned um more from a um this is what we had in mind as opposed to the actual words on the paper just more of this is how we see implementing it to give us an idea of what each of those options were going to be if that wasn't the case then I guess we have to make a choice but I I would like to here from um staff how they envisioned implementing all of these or whichever one would be that we would uh choose good to address if you can respond to that be great so the intention today was in response to some of the individual Outreach that I've had from council members who have had um a wide variety of ideas about how to move forward some of you have been eager to move forward very swiftly and some of you have been uh wanting a a broader more robust longer public engagement process so this wasn't intended really as a as a menu so much as a framework for you to have the dis exact discussion that that you're having right now which is do you want to go fast do you feel like you have the information you need and with the emails
that are already coming in do you feel like you're getting the feedback that you need from members of the community and especially affected um affected people people who who pay rent people who are paying some of these fees and the landlords who are charging some of these fees if you feel like you're getting as much as you need need we don't need any of this but I'm hearing from many of you that you don't quite yet feel like you've gotten what you need and so this was a way to kind of guide the conversation um so I I really didn't come prepared to go into a lot of detail about each of them what we'd want to do is hear from a majority of you what the majority of you are interested in doing and then we'll come back with a with a public engagement plan that outlines what goals you're trying to accomplish and some tactics for doing that does that help Okay C list and stone yeah I mean um I don't want to go fast I don't want to go slow I want to go medium I think we've been already at this for a while and let's keep going at a medium pace I think option one is medium um but I hearing council member Anderson's concerns I think we should get a hung up on the the word small and I think we should just delete the word small I think it it's the intent is two to three in-person group meetings so there'll be an online presence but it'll also be inperson meetings I I don't think we should think about limiting the number of people it should be based upon whatever that group is and however
that call went out so if we can understand that to Simply say that the majority of the council if we vote this way is interested in um uh a public engagement process along the lines of number one which includes two to three inperson group meetings also then I think that's enough of a framework for staff to start actually planning CC member Stone then Anderson um so listening to Keller's comments as well and looking at the summary right that David Bron and our office assistant Communications and community relations director provided about right the feedback that we've received and just sort of General right tallies of feedback and if you're just going to generalize about um you know feedback from renters and concerned community members and you know other organizations before the September 30th discussion and then hearing primarily from um landlords and Property Owners after that time I mean I feel like this discussion is on the radar and we are receiving robust feedback so I don't necessarily feel like we need additional feedback at this point I mean I feel like if we had specific questions then we may need to seek outside input to get answers to those questions um but alternatively the engagement for me is with the council coming up with a a final draft that we feel confident bringing forward and then I would propose having um a public hearing which I hope would go in concert with this anyways and my request would be that the public hearing not be on the date that we vote on
right a proposal that the public hearing is held at least the meeting prior if not you know more than that um in advance to be able to receive that feedback in response to you know whatever that final draft draft is my concern in again receiving the um summary of sort of options that are included in the packet and knowing that this isn't a menu to to select from the paws that I have are you know may require additional resources again we're going into the budget thinking about the time and energy and lift financially as well as on staff time right to do that if we've already received a fair amount of robust feedback I guess my question if we were going to select one um to direct staff and noting that there would need to be Council Office support for that engagement also um before providing that direction wanting to be clear that that's something that the council feels like is is needed because I feel like we've received robust feedback on on both sides um and at this point I feel like the balls in our court to to do the hard work to try and come up with a with a draft so I would be opposing the motion Anderson um thank you and I um I think having the meetings is is very important because uh our housing providers are a very important um resource in our community and I do want to when I think he from them we've received a certain amount of form letters too because I think people found out about it the word went out and people panicked and I would like to be able to have the
meeting where people are kind of under understanding we very highly likely we'll be going forward with something and I would like to have construction feedback and information that is uh real life Knowledge from our housing providers what their actual costs are um we might be able to filter that through an email but you know uh having a public hearing people will get in front and they have three minutes when I think of like a work session um I think that's where you could you could be kind of strategic who you're bringing forward like the Bellingham Tenants Union and you know maybe a representative for housing from the University or the college and then some of the housing providers where we can actually we have a product that they could review and they're going to be best fit to really say well did you consider this this is what things are like in the field I want really good legislation and um um and I think the way we get there isn't necessarily pumping the braks and taking six months but being very intentional about bringing some people forward to the table to be able to have that discussion and every piece of legislation from the time when I was on the planning you know commission that really involved a a shift to policy we had work groups where we brought stakeholders forward who were expertise in the field in order to be able to help frame some of the questions that we had um and it was very um beneficial I think we came out with better policy by doing that and I don't
want to miss the opportunity of being able to have that voice in the room um emails are great um I just spent my weekend reading about 50 of them and and I'll be honest you start reading 50 of them and it's really hard to pull those pearls out as you would when you have have a conversation with someone um I do read the emails but you know 12:00 last night I can't necessarily tell you every pearl of wisdom out there but if somebody's sitting across from the table and I don't know about you folks but I've had a lot of emails asking me to meet with people and my schedule would push them out at this point till January and that's not going to work when they want to have their voices heard not just an email and I think this is a good way for for us to be able to consolidate that where individually we're not meeting with 40 providers but we have the opportunity to have the voice in the room talking to staff or to us Consolidated TimeWise and effective because it's happening before the final draft is written Williams I have read well I have I have uh compiled the emails in my possession and I come up with 90 and a large part of those and and and there are probably more but a large part of those 90 are the same message signed by someone else and uh to me that doesn't give me the depth of information that I want to get before I pass a final version of this now where the way that I think about these things is that yes we've gotten emails and what those emails say are very very important
we've uh um Jace has done his work which is the result of that is very very important as well but we as a council and we as an institution I believe have the responsibility to dig a Little Deeper on something like this to make sure that it that when we do or don't but that our final decision is something that serves the whole Community not a section of a community but it's seen to be uh fair and it's seen to be something that this community needs there is no misunderstanding based on iris's research and and so forth that this is not this that this is an issue that we should ignore but the issue and the final decision we make has to be based on the the reality that we see from the citizens all the citizens in our community not the 90 that sent me emails of which which half of them are form EMA males not the individual people that I that I may have have spoken to but something that really gets at the heart of why we need to do this so that when we do it everybody understands why we're doing it and the only way in my opinion is to set forth some public process beyond what we have already done and it it doesn't have to be extensive like 6 months or 9 months or whatever but if it takes longer than 8 weeks we should if if it's a meaningful reason we we should be able to decide well we need to extend it a little bit but that's based on the reality of the situation not our opinions not on whatever and so whichever method we use obviously it needs to move quick somewhat uh quickly
what did you say Michael medium medium but we we also should be open to that if it needs to be medium well that we are able to to take a little bit more time if necessary to come up with something meaningful okay mayor then council member hin um well I was going to attempt to summarize what I'm hearing from as Administration sitting here and that is that the goal might be what we put in um option number two and that is to expand on existing engagement and the purpose of that expansion would be so that there's opportunity to have those in-person conversations so we can better understand and go in a matter of in-depth Discovery to create really good legislation but that the time frame is much more akin to option number one and with the resources identified for option number one so and that could be those in-person conversations will scratch the size of what those inperson conversations we just want to make sure we have the right people in the room to do that Discovery for you to create a good product is that a summary of what I've heard so far coun hman thank you um we're living a really great example of why Council generated leg legislation with a very small staff uh is so complicated I think um you know if if all of us had been in all of the meetings that Jace has been in with uh stakeholders we might have a a different level of uh comfort with the current legislation as a draft um but if we did that we would have Quorum issues so we have to do all of this Con uh having
conversation uh in front of cameras instead and take an hour to talk about how we're going to move forward rather than moving forward um but I I I would say the mayor kind of summed up also what I was maybe going to suggest is is it that the council it sounds like needs um needs to kind of in a way catch up to where Jace is and in his awareness of of the feedback that he's had with one-on-one people in conversation um the rest of the council would like to get there in order to feel confident of the legislation that we uh that we vote on in the end um and so something in the in the realm of uh a medium option of like a 1.5 of we definitely don't need six months to do that there's already been so much work that's gone into this we just need to get to that point of of fine-tuning the details of this because that's important um that that we're setting something in stone is um that that we're comfortable with with the details on um so if and we're we're asking a lot of the administration since this is a council generated uh action but we don't have the support um you know normally it's it's staff doing all of these this detail work behind the scenes not in a public meeting and then presenting it to us in a much cleaner um with bow tied on it uh version uh so we're kind of this is this is the the uh the awkward part of creating legislation that has to be done in public because it's Council generated anyways um so so that's what I would support something that is along the lines of
moving forward with a the medium option where we feel like we're getting our our bases covered in terms of of council all being comfortable with the information that we're receiving um regarding this legislation um but more in the realm of the two to 3 months and not not the six months of the process okay uh time check folks it's 1:39 I will keep us on track we have a executive session at 150 we have 11 minutes we have two more items left in this uh committee council member Anderson the cotton just real quick I will change and support it with the understanding that this menu was not written in stone and that staff have the direction that we want things to go a little faster but also be very strategic in who we bring forward to be able to provide the needed feedback so thank you con cotton if it's helpful to amend the motion we can do that but if we're all clear that a lot we want to do that okay so I move to amend the motion to include the mayor's remarks on uh some additional components and is there anything else I need to add here we feel good about that M SC do you have the do you have the amendment I'll definitely have to go back to the recording but I think I'm understanding that it's expand you know not narrowing it with the size of the group and making sure we're getting more engagement Mr caller you want to comment using the goals as expressed in option two but using the resource and timeline in option one is what I heard the mayor saying yeah and I would second the
amendment where did you land on a work session it's in the motion already it's still there right repeat the motion um all right amendment's been made to the motion uh we need to vote on the amendment first um any further questions on this all those in favor signify by saying I opposed extensions recusals motion carries Amendment uh motion uh motion to the amendment carries sorry original um motion was if I have this correct was to have a work session adopt option one uh now we have that amended to adopt option one but using the language in option two is that correct okay go ahead mayor no it would be the goal articulated for option two but the timeline and the staff resources identified in option one okay thank you thanks for the clarification appreciate that all right any further questions on that one seeing none con Stone so I just want to highlight that as that page right that says approximate time needed in each case acknowledges that we are entering the holiday season and anticipates Council Office help right to support this work I mean you're talking four to eight weeks that's November and December when we're in the mid middle of budget as well as the holidays I just don't I'm just struggling with whether that's a realistic right motion so for that reason I'll be still voting no okay council member Anderson so the way I see this is that we're not here yet the clock doesn't start ticking immediately so after the work session and we kind of get a little bit better idea
staff has done their work to um legal and planning to give feedback then once that work is done then the public engagement would start after that is that kind of timeline correct I mean the four weeks doesn't start today this is really identifying the communication and Outreach plan for when we're ready to implement it so I I don't see this happening before but am I wrong with that assumption I guess because we talked about maybe not passing this until the other work was done but we were identifying the work plan so that they know what they're going to be doing once we're ready to have it implemented was that a correct assumption would put the question back to councel and I think Allan has something he wants to add yeah for the next work session are you expecting staff review of the existing revised or substitute ordinance or is Council planning I know council member Anderson said you have some amendments that you want to make are you going to make your amendments prior to our review at that work session or do you want us to review the ordinances uh in preparation for the work session what is the desire Conquest I would appreciate it if the legal department would to begin review on the substitute draft but maybe they shouldn't spend too much time given the fact that it's fluid so I would expect at least a preliminary reaction but maybe not a final you know definitive set of recommendations because they can't make those definitive recommendations at this point it seems council
member Anderson so a lot of my feedback there's going to be a certain amount of word smithing and then some of the questions will be about like the one that I laid out what how does staff look at going forward with this um I think some of the questions I have that might be really probably things that legal will be looking at anyway so you might be eliminating my questions so I don't think any of the the content that I have is going to be implementing something new that throws legal into another review of that content okay there okay all right we now have six minutes left CER Williams keep it short this is gonna be real short so um the motion is to more or less look at option two with the timeline of option one right could you clarify that for me J it's the it's the goal the goal number two that's the goal with the time number number one and there may be some fluidity in these timelines by a little bit so that that would be something I think we should um accept as a possibility I mean the timeline could be shorter it could be longer not extensively longer but it may be taken taken a couple more weeks rather than a couple of more months okay yeah all right I'm going to just briefly speak the clock does not start tomorrow on the 4 to8 weeks that that's clear to council member Stone's point um we we are coming up on the holidays we have a budget we have a a retreat uh getting people scheduled in this is going to go into January uh at least um but I I share Council M Cotton's
desire to kind of get moving here but we are constrained motion's been made by Council M cotton and second of my c m uh lillquist to uh create a work session and adopt option one and then that was amended to uh adopt the expand on existing engagement uh in option two uh all those in favor signify by saying I I opposed abstentions recusals motion carries 70 um an interest of time here we have another very similar um agenda Bill and this is for manufactured homes I I think the the language is almost identical um here or could be and I think just in the interest of moving us along and getting us into a long executive session in four minutes um is it is it okay with the council if we just include the agenda Bill 24 254 content in the work session that we the next work session that we have on this that okay any objections okay go ahead should we just vote though to oh subtitute the new language substitute yeah good call be a motion yeah let's let's go ahead and we need a motion here to hold on one second let me get there uh there's a revised ordinance um on starting on page 307 that has a a bunch of red lines in it anyone want to adop or vote to adopt that council member list uh I make a motion to uh strike the current draft of the manufactured home uh fee ordinance and substitute a working draft as published in the packet and to forward that to the same work session second motion made by council member list and second by council member Williams any discussions seeing none all
those in favor signify by saying I I opposed abion ions recusals motion carries 70 old new business we'll have another opportunity tonight go ahead custom I'll have another opportunity tonight and I know it's a joint thing between Council and administration and it's a it's always a balance but um the items coming before Council I feel like need ample time for discussion and so there are times when like today the earlier presentations when we're asking community members and partners to come and present I feel like to Val and respect their time as well coming forward and having time for ample discussion is important to me so just providing feedback that in the future if there's a option between bumping it to another meeting where we might have more time versus rushing that would be my preference thank you yeah I I agree I think some of those items were not time sensitive and could have been moved um I I counted like two or three that could have been moved to a different meeting so I agree we we want to have ample time for that discussion um okay any other items for new okay okay all right we have uh nine items in our executive Session One More was added um we have uh potential litigation claimed 202 24-40 with good for approximately 10 minutes litigation steam versus Bellingham fleece at all with good also also for 10 minutes Labor Relations review contract proposal for iaf uh local 106b with Sullivan for 10 minutes Labor Relations uh discuss collective bargaining strategy with
Sullivan approximately 10 minutes cyber security with verdick approximately 5 minutes potential property acquisition we have three of those with stamps and the last item is um security approximately 15 minutes I don't have the the legal um who the attorney is on that one but um it is now 1:49 we are 1 minute and half of schedule and we'll go ahead and recess into executive session [Music]
