City Council – Public Works and Natural Resources Committee — June 1, 2026

This was a regular committee meeting chaired by Councilmember Michael Lilliquist, with Councilmembers Jace Cotton and Lisa Anderson also serving on the committee. Two of the three originally scheduled items were heard; the third (an update on the Comprehensive Sewer Plan and Post Point solids handling technology) was removed from the agenda and rescheduled to a future meeting.

Tremont Lift Station Contract Award (Project EU193)

The committee considered awarding a construction contract to build a new lift station at the corner of Meridian Street and Tremont Avenue in North Bellingham, along with a new sewer force main connecting northward to the existing system between Horton Road and Van Wyck Road.

Assistant City Engineer Mike Wilson and Project Engineer Kyle Carlson provided background. They explained that the Meridian Street gravity sewer line recently completed ends near the Walmart at Van Wyck Road. North of that, the terrain crests a small hill and drops into a separate basin that cannot gravity-flow into the sewer system — hence the need for a lift station and force main to pump sewage back to the existing network. Once complete, the project will allow existing city properties on the west side of Meridian to connect to sewer, and will lay the groundwork for future connections serving properties to the east and north, including areas contemplated under the long-discussed Meridian Kline/Kelly annexation area and the "Kay-Tech" properties up toward Larson Road — all consistent with the city's Comprehensive Plan.

The new lift station will include two pumps with physical space reserved for a third to accommodate future growth. The force main consists of six-inch and eight-inch lines, sized to meet Comprehensive Plan capacity projections. The project also includes a new fiber line to support SCADA (remote monitoring) systems and off-site environmental mitigation work at the Baker Creek open space site off Northwest Drive.

The city received five bids; Tiger Construction Ltd. submitted the lowest responsive bid at $3,058,400.30 including sales tax, coming in below the engineer's estimate of approximately $3.3 million. The project includes an apprenticeship hour requirement. Construction is expected to run from July 2026 through approximately April 2027.

Councilmember Anderson asked about potential traffic impacts during construction, particularly given the high traffic volume on Meridian Street and proximity to summer events like the Linen Fair. Staff indicated that most of the work will be concentrated at the lift station site itself, with only one roadway crossing at Tremont for the force main, and that detailed scheduling will be worked out with the contractor. Staff acknowledged that road work would likely occur later in the construction timeline, which Anderson noted she hoped would mean after peak summer traffic.

Councilmember Lilliquist asked whether the force main piping was sized to handle a potential third pump if capacity needs increase. Staff confirmed the design meets all Comprehensive Plan projections for the area.

Vote: Anderson moved approval; Cotton seconded (implied by unanimous "aye" vote). The motion passed unanimously (3–0) and will be forwarded to the full council with a positive recommendation.

Pine Street Crossing Grant Agreement with WSDOT (Project WF023)

The committee considered authorizing the mayor to enter into a Local Agency Agreement with the Washington State Department of Transportation (WSDOT) to formalize federal grant funding for the Pine Street railroad crossing project. The project will upgrade the crossing to quiet zone standards (which would allow trains to pass without sounding horns), add a multi-use trail crossing, upgrade utilities, and improve the Pine Street and Cornwall Avenue intersection.

Engineering Manager Freeman Anthony explained that the city secured two federal funding sources: Section 130 railway safety grant funding and recently unobligated regional carbon reduction funds. The availability of the carbon reduction funding prompted the city to "federalize" the project process now — rather than waiting until the construction phase — to take advantage of the opportunity. The Local Agency Agreement is a standard procedural requirement to receive and administer federal transportation funds through WSDOT.

Total project cost is estimated at $2,765,200. The federal grant award is $950,000. The remaining funding — approximately $1.4 million from local Real Estate Excise Tax funds and $465,000 from the local transportation fund — is already budgeted and requires no budget amendment.

Councilmember Anderson offered no questions but expressed enthusiasm, noting she can hear train horns from her home on the far side of Sehome Hill and is eager to see quiet zone designation move forward.

Vote: Anderson moved approval; the motion passed unanimously (3–0) and will be forwarded to full council with a positive recommendation.

Key Takeaways

Tremont Lift Station ($3.06M contract) will extend sewer service to a currently underserved basin in North Bellingham and sets the stage for future annexation and development in the northern Meridian corridor.
Tiger Construction Ltd. was awarded the Tremont contract at roughly $240,000 under the engineer's estimate, which is a favorable outcome for the city.
Pine Street Crossing project secured $950,000 in federal funds and will move toward quiet zone status — meaning trains will eventually stop sounding horns at that crossing — along with trail and intersection improvements.
The Comprehensive Sewer Plan/Post Point solids handling update was pulled from this meeting and will be rescheduled; residents interested in that topic should watch for it on a future agenda.
Both items were approved unanimously and will advance to the full City Council for final action.

A contract award for the Tremont Lift Station, project EU193, Bid No. 19B-2026

# Summary: Tremont Lift Station Contract Award (Project EU193, Bid No. 19B-2026)

Staff presented a contract award recommendation for the Tremont Lift Station project (EU-193), which will expand the sewer system in North Bellingham by constructing a new lift station at Tremont Avenue and Meridian Street with related force main infrastructure. Tiger Construction Limited submitted the lowest responsive bid of $3,058,400.30, below the engineer's estimate of $3.3 million, with construction scheduled from July through April and apprenticeship hour requirements included. Councilmember Lillquist raised concerns about roadway work timing during high-volume periods such as Linen Fair and summer months, and staff indicated that detailed scheduling would be coordinated with the contractor, with initial work focused on the lift station area. A council member also questioned the capacity of the six-inch and eight-inch force mains for potential future pump additions, and staff confirmed the piping is designed to meet all areas referenced in the comprehensive plan. The motion to award the contract passed unanimously with a positive recommendation to the full council.

An agreement with the Washington State Department of Transportation for grant funding for the Pine Street Crossing, project WF023

Staff presented a local agency agreement with the Washington State Department of Transportation for grant funding for the Pine Street crossing project (WF-023). Engineering Manager Freeman Anthony explained that the project received both federal Section 130 railway grant funding and recently unobligated regional carbon reduction funding, which prompted them to federalize the process now rather than waiting for construction. Council member Lisa expressed enthusiasm for the quiet zone standards and multi-use trail crossing improvements, noting she can hear trains from her home. The motion to authorize the mayor to enter into the agreement passed unanimously; the grant amount is $950,000 with a total project cost of $2,765,200, with remaining funding from local real estate excise tax and transportation funds already in the budget.

Call to order and roll call Council President Stone called the meeting to order at 11 a.m. Present: Committee Chair Michael Lilliquist, Sixth Ward Committee Member Lisa Anderson, Fifth Ward Committee Member Jace Cotton, At-Large Public Works and Natural Resources 24957 1.
That committee is chaired by Councilmember Lillquist, so I'll turn it over to him at this time. >> Thank you, President Stone. Joining me on the Public Works and Natural Resources Committee are Councilmembers Cotton and Anderson.
A contract award for the Tremont Lift Station, project EU193, Bid No. 19B-2026 Summary: Mike Wilson, Public Works Assistant Director of Engineering, and Kyle Carlson, Capital Engineer, presented the contract award for the Tremont Lift Station, Bid No.
We originally had three items scheduled for the agenda. The last item has been rescheduled for, I think, the next meeting. So, that brings us to two items. The first of those is a contract award for the Tremont Station project EU-193, bid number 19B-2026.
19B-2026. The project will construct a new lift station at the corner of Tremont Avenue and Meridian Street and related force main to connect to the sewer system along Meridian Street between Van Wyck Road and Smith Road.
Let me turn to the summary document. Uh for this project, the improvements consist of a new lift station at the corner of Tremont Avenue and Meridian Street and related force main to connect to the sewer system along Meridian Street between Van Wyck Road and Smith Road.
Council Members discussed the contract award and asked questions. Action: Lisa Anderson moved to award contract No. 19B-2026 for the Tremont Lift Station (EU193) to Tiger Construction Ltd. in the amount of $3,058,400.30.
The city publicly opened five bids in April 23rd, and Tiger Construction Limited was the responsible bidder who submitted the lowest responsive bid of $3,058,400.30, including sales tax. The engineer's estimate was a little bit higher, $3.3 million, and the project includes an apprenticeship hour requirement doing due to the scope of the work.
I here to take us through any more details is engineer a city engineer, Mike Wilson. >> Thank you and good morning. >> [clears throat] >> Uh I'm Mike Wilson, assistant director of Public Works over engineering and serving as a city engineer as well.
MOTION CARRIED 3-0. 24958 2. An agreement with the Washington State Department of Transportation for grant funding for the Pine Street Crossing, project WF023 Page 1 of 2 Summary: Freeman Anthony, Engineering Manager, and Mike Wilson, Public Works Assistant Director of Engineering, presented the local agency agreement with the Washington State Department of Transportation (WSDOT) for grant funding for the Pine Street Crossing, Project.
The project will update crossings to quiet zone standards, add a multi-use trail crossing, upgrade utilities and the Pine Street and Cornwall Avenue intersection. Council Members discussed the grant award and asked questions.
Um we're grateful for the opportunity to be in front of you with a recommendation for award of the contract for construction of the Tremont Lift Station. I'll share a brief background, gives give this project some context, and then hand it over to Kyle Carlson, our project manager uh for this project, and then we'll address any questions you may have.
Action: Lisa Anderson moved to authorize the Mayor to enter into the local agency agreement and any related amendments with the Washington State Department of Transportation for the Pine Street Crossing Project.
Um for overall context, this project has uh connection to long-range planning that's been uh and the project's been anticipated many years. Uh, as you drive north on Meridian Street, we're just finishing up uh, the Meridian Street sewer line.
MOTION CARRIED 3-0. 24959 3. An update on the Comprehensive Sewer Plan and emerging Post Point solids handling technology - ITEM REMOVED 5/28/26 Summary: This item was removed from the agenda on May 28, 2026.
That's a gravity service line that ends roughly about the Walmart in the Van Wyck Road uh, area. And as you continue north towards Horton and Tremont Drives, you go over a little you crest a little hill and it drops down into a little it's a different basin that doesn't gravity flow into the sewer system.
So, thus it requires this lift station and some force mains to tie into the the system that's just recently been completed. Uh, once the once this project is completed uh, it'll connect that area um, to to the system and existing properties that are in the city on the west side of Meridian through there will be able to connect and uh, have access to the sewer system.
It also sets the stage for properties on the east side and to the north that were contemplated as the as part of the Meridian Kline um, Kelly annexation that's been talked about since 2008 or so and then also more recently in the comprehensive plan talk of the Kay-Tech properties up to Larson Road on the east side they'll be able to have access to the sewer system as as part of this improvement.
So, that's kind of the big picture of things for for context of this project and I'll pass it over to Kyle to give us some more infrastructure history and details of the project and and the bid and and the award.
>> Uh, Kyle Carlson, project engineer. Um, the new Tremont Lift Station project uh, expands the sewer system in North Bellingham. Um, the new lift station is located on the corner of um, Meridian Street and Tremont Avenue.
Um, uh, there are two pumps included with space for a third pump uh, to increase capacity. Um so the Meridian Fremont site is at the the low spot uh along Meridian Street. Uh a currently unused sewer system built by WSDOT in 2010 um as part of a project on Meridian um will connect into the lift station um this kind of was all along Meridian um all the way up to Smith Road.
Um the lift station will then allow for service for the Super K plan. Project includes a new sewer force main from the Tremont lift station um all the way to the existing sewer system between Horton and Van Wyck.
The project includes a new fiber line that extends from the intersection of Meridian Street and Horton Road um to the side of the lift station. Um helps with SCADA capacity. Um environmental mitigation work is included in the projects and mitigation work for this project is offsite at the Baker Creek um open space site off of Northwest Drive.
Any questions? >> Committee members, Lisa. >> Just out of curiosity, um it looks like this work will start in July and then wrap up next April and I'm assuming some of the roadway will be um dug up or um it'll impact traffic and given the amount of traffic that goes there, do you know when the the date spread that we might be working in the roadway?
I'm just kind of wondering if it's uh during like the Linen Fair time or in the summer or if that work might happen more fall and winter where it might not impact as much of the the high volume traffic.
>> Uh lots of those details have to be worked out with the the contractor moving forward getting their schedule. Um with a project this long um a lot of work will be focused right at the right at the lift station.
So, I'm not going to say exactly when the construction is, but likely it'll occur a little later. >> Yeah, I I kind of assumed the lift station area is the the larger part of the project and that might come first, which makes sense that's over the summer period.
I was just kind of hoping the road work would happen after the summer traffic just for safety reasons for um, drivers, but >> And just a >> fine, too. >> Yeah, and just a statement on on traffic. The main thing is we have one crossing at Tremont for the force main and then it goes down on the northbound lane on the um, the far side.
>> Lisa? >> Um, I'm going to move approval. It's work that needs to happen and especially for our future development, um, needs out that direction. So. >> The motion to award the contract number 19B for the Tremont lift station to Jager Construction LLC.
Are there any further discussions? I actually do have a question. I really appreciate the fact there'll be two pumps and room for a third. Um, what is the size of the force mains being connected to and will does it have capacity that if you do need to add a third pump that it'll also handle that volume?
>> Yeah, so we have a six in six-inch and eight-inch line for force main, um, and the capacity is all just based on the comp plan. So, it covers all the the areas that that Mike mentioned. Um, >> Okay, so that the piping is adequate for all the areas you referred to and so are the pumps.
>> Yeah, the intention of the the capacity design of the project is to meet what's what's in the comp plan. >> Thank you. Uh, any further discussion? If not, I'll call the question. All in favor of the motion signify by saying I.
Any opposed? I'll bring that forward a positive recommendation tonight. Thank you very much, council. We'll go on to the next item, which is an agreement with the Washington State Department of Transportation for grant funding for the Pine Street crossing.
This is project WF-023. The city has been awarded funding for the Pine Street crossing project. The project will update the crossing to quiet zone standards, add multi-use trail crossing, upgrade utilities, and upgrade the Pine Street and Cornwall Avenue intersection.
For this, a local agency agreement is required as part of the process of receiving the grant funding from the Washington State Department of Transportation. Uh city engineer uh Mr. Anthony is here to just tell us more about it.
>> Thank you, Council. Uh Freeman Anthony, engineering manager. Um this [clears throat] is one of the projects that I'm still clinging to in my new role. Um but it's an exciting one. Um we received uh federal funding both uh Section 130, which is railway grant funding, and then some recently unobligated regional carbon reduction funding.
And so, that carbon reduction reduction funding um basically nudges us to go ahead and federalize the process now rather than waiting for the construction phase cuz it was a great opportunity for us to pounce on it.
So, this just memorializes the agreement with WSDOT. Um and uh basically gets us marching down that uh marching down that path for federal funds. Committee members? Lisa? >> No questions, just excited to see this happening.
I always kind of feel like, you know, one more uh ahead of us and get knocked off the list so that we don't have to hear trains. Um I hear them in my bedroom, and I'm on the other side of Sehome Hill, so looking forward to this.
Um with that, I'll move approval. >> We have a motion before us to authorize the mayor to enter into a local agency agreement and any related amendments so that we can uh move forward with this project.
I would note that the grant amount is for $950,000. total project cost is $2,765,200 primary funding is just over 1.4 million from local real estate excise tax funding and also from our own local transportation fund um 465,000 and those amounts are already in our budget don't require a budget amendment.
All those in favor of the motion signify by saying I. >> I. >> I. Any opposed? I'll also bring forward that motion with uh recommendation agreement and as I said the third item has been postponed and that that ends finishes the committee and the meeting is adjourned and I turn the meeting back over to Council President Stone.
>> Thank you Council member Liliquist. So the next meeting is budget and finance which is chaired by Council member Anderson. That is scheduled to start at 11:20. So we have a 10 minute recess and we'll be right back.
